One of the major reasons for banks being unable to bridge this gap is the perceived credit risk involved in financing SMEs. This is primarily due to non-availability of proper accounting records, valid bills and working capital management etc. As at present,to mitigate such credit risks , banks typically look for enhanced collateral or equity , both of which cannot be brought in by most entrepreneurs . Further, due to small size and local presence of SMEs , the transaction costs involved in financing them are relatively very high. However, the good news is that wider credit distribution could be made to SME sector using modern secured transaction law ,introduced recently by the Secured transactions Act 2009, which recognizes utilization of movable assets of a business as collateral to obtain credit. Further the Institute of Chartered Accountants of Sri Lanka(CA Sri Lanka)in its capacity as the sole accounting standard setting authority in the country has introduced a simplified financial reporting standard for the benefit of the SMEs in the country. The reporting framework so far has been a general setoff accounting standards to be used by all organisations . In 2011 CA Sri Lanka published the Sri Lanka accounting standards for SMEs (SLFRS for SMEs) with effect from 1st January, 2012. By removing some accounting treatments permitted under full SLFRSs, eliminating topics and disclosure requirements that are not generally relevant to SMEs , and simplifying requirements for recognition and measurement, the SLFRS for SMEs reduces the volume of accounting treatments applicable to SMEs by more than 90% when compared with the full set of SLFRSs. SLFRS for SMEs would be applicable for the entities that do not have public accountability (listed companies) and publish general purpose financial statements for external users such as Banks and supplier creditors. This will greatly help SME entrepreneurs to access other organizations in a formal manner and enhance their businesses, once they commence practicing this accounting reporting procedure. In the face of the bankââ¬â¢s reluctance to lend for want of proper accounting records , these enterprises are compelled to resort to high cost, non-continuous financing from money lenders and other informal sources , or continue to operate at sub-scale. However when SMEs start practicing and using above two facilities ( provisions in the Secured Transactions Act 2009 and the simplified SME Accounting recording procedure) the problem of enjoying credit from formal institutions such as Banks will be greatly reduced. Risks faced by any business can be broadly classified as idiosyncratic or systemic. Idiosyncratic risks are specific to an enterprise , like skill of entrepreneur or location of business. Systemic risks on the other hand , are beyond the control of any enterprise Such risks make up the environment in which a business operates ,that is, the economic environment, social environment, fiscal environment etc.. Thus the systemic risk involves risks due to change in preference of customers, changes in economy and changes in tax structure etc. Therefore the key to financing any enterprise lies in the ability of the borrower submitting his credit proposal with relevant information necessary o financier to evaluate the loan applicant to manage the risks involved in the proposed business. High quality origination can help evaluate idiosyncratic risks specific to the enterprise, well. Traditional form of risk mitigation is to cushion the risks with as much as equity from the entrepreneur. A high quality local financier with geography and business specific information about such enterprises in the operational area will be able to evaluate and manage this risk well and will demand less equity to be brought in by the entrepreneurs. Systemic risks, however, are quite different from the firm-specific risks and are arising out of the changes taking place in the market characteristics. It affect the business in every aspect and as such is huge and no amount of equity is sufficient when the financier is uncertain about an enterprise selling anything at all in the environment where demand patterns and economic situations can change very quickly. Therefore particularly in financing procurement of capital goods for long periods ,the banks search for cues to establish that the business has a current and future ability to service loans, even in an uncertain business environment. Hence in financing acquisition of capital goods it takes the form of project evaluation , however small is the business. Such situations can be managed by local bank branch which is quite familiar with the market environment of the locality. Thus the turnover and the other financials can be projected by the local bank branch staff in a more realistic manner using their knowledge in customer preferences and scale of demand in the area. This helps banks to reduce the risk involved in project loan type term finance. Further more flexible and innovative evaluation techniques have to be used in considering term loans for SMEs. However, SME enterprises that have large number of cash transactions , poor record of sales, produce undifferentiated goods and lack known usual clients , assessment of systemic risk becomes very difficult. Such challenges, however, can be addressed through structures , that allow financiers to trap cash flows by imposing conditions in the loan offer letter that permit resorting to a stronger and well established sales pattern in a supply chain. Some ways of financing working capital needs of SME businesses are supply chain financing where a supplier and a buyer have maintained books of accounts properly can be financed. This installation will help the departments to share some important information regarding the performances of the company. Duration Networking procedures have been divided into four phases. This phases comprised of phase one which is planning and design. This phase is expected to last for 6 weeks with activities As going on. We expect to start our project at this phase in which we will deal with technical requirements design and we will be reviewing the functional designed frequently (Polkowski, 2009. p 63). In the second phase, we will deal with preparation for installations. This is a crucial stage in which will be ordering various equipment for installation process, we will also carryout system prototyping and pre-configuration and testing. We expect all these process to last for 8 weeks and we will carryout activity B, C and D. The next step we will be taking is the installation. This will be in phase 3 and we plan to carryout installation because by then we will be having all the necessary materials in hand. We will also deal with site installation and documentation set up to ensure that all the departments are network in the company. This phase will last for 10 weeks and the activities in this phase comprised of G, E, and F. Finally, we will carryout post-installation which will comprised a lot of work such as orientation of staff on how to use the system, and then post installation review on the performances of the new system and finally, the formalization of the system in the company. This phase will also last for 7 weeks. The diagram below summarise the whole process of networking (Lawrence Kimberg, 2009. p 74) Conclusion In conclusion, the implementation process of the company will be carried out as planned because all the necessities have been put in place. Since I am a project manager, I would request the finance department to release the funds to be used in this process in a timely manner so that we can implement the project immediately as planned. According to the estimates, it shows that in case of disruption of the operation, the company will incur an average of $ 30, 000* 7 = $ 210,000. The system managers have an alternative of this, the activity H (site installation) can be taken by another company though there would be additional cost of $ 80,000, and the period will reduce to 3 weeks instead of 7 weeks. The total expenses in the second option is $ 80,000 * 3 = $ 240,000. This indicates that the option of system administrator is expensive though the time will be reduced to three weeks. The action I am going to recommend is that the management of the company should weigh a different of 4 weeks and a different of $ 30, 000. From there the management of the company will be in a position to come up with a sound decision (Karel, 2009. p 424). Critical Path Method of project planning. Furthermore, the report will advise the management on what is supposed to be done and the date of implementation. Introduction and background Due to complexity of the company and its heavy operation, the management of the company have proposed that the project planning be carried out before the actual implementation takes place in the company. We have chosen with my team and under the instruction of our manager to use Critical Path Method when preparing this report. Steps in critical path method of project planning To network the company effectively, there should be procedures to be followed. In this method every participant in the implementation must have clear role to carry out in the project. The following diagram shows how the implementation will be carried out. The letters (A, B, C, D, E and F) represent the activities shown in the above report. The weeks also indicate the duration taken to complete the project in every phase. In this method, there is critical part which needs to be identified and it concern the period required in order to complete implementation. The critical part can be identified by determining various parameters such as the earliest time of implementation and the expected time in which project will be completed. This is very important for purposes of mentoring the actions taken so that the actual result can be compared with the planned result (Martinich, 2009. p 89). It is simply service that measures success.'-"-George Washington Carver. George Washington Carver paved the way for agriculturists to come. He always went for the best throughout his whole life. He didn't just keep the best for himself; he gave it away freely for the benefit of mankind. Not only did he achieve his goal as the world's greatest agriculturist, but also he achieved the equality and respect of all. George Washington Carver was born near Diamond Grove, Missouri in 1864. He was born on a farm owned by Moses and Susan Carver. He was born a sick, weak baby and was unable to work on the farm. His weak condition started when a raiding party kidnapped him with his mom. He was returned to the Carver's farm with whooping cough. His mother had disappeared and the identity of his father was unknown, so the Carver's were left to care for him and his brother James. Here on the farm is where George first fell in love with plants and Mother Nature. He had his own little garden in the nearby woods where he would talk to the plants. He soon earned the nickname, "The Plant Doctor," and was producing his own medicines right on the farm. George's formal education started when he was twelve. He had, however, tried to get into schools in the past but was denied on the basis of race. No black school was available locally so he was forced to move. He said "Good-bye" to his adopted parents, Susan and Moses, and headed to Newton County in southwest Missouri. Here is where the path of his education began. He studied in a one-room schoolhouse and worked on a farm to pay for it. He ended up, shortly after, moving with another family to Fort Scott in Kansas. In Kansas, he worked as a baker in a kitchen while he attended the High School. He paid for his schooling with the money he earned from winning bake-off contests. From there he moved all over bouncing from school to school. "College entrance was a struggle again because of racial barriers."2 At the age of thirty he gained acceptance to Simpson College in Indianola, Iowa.

STAR: One such study is called Tennesseeââ¬â¢s Student Teacher Achievement Ratio (STAR) Project. This study was made in an effort to find out the best number of students for one teacher to teach. ââ¬Å"STAR was a large-scale, four-year, longitudinal, experimental study of reduced class sizeâ⬠(Reduce Class Size Now, 2003 p. 1). This project kept track of 11,600 Tennessee students in 76 schools (Small Class Size, 1999). This study found out a lot of ways that small classes are beneficial. STAR ââ¬Å"reported in 1997 that students placed in classes of 13 to 17 children, throughout their K-3 years, outperformed students in standard classes of 22 to 25â⬠(Small Class Size, 1999). It was found that if students are placed in smaller classrooms from kindergarten to third grade, they will perform better than students in regular sized classrooms. This is true if the students return to a regular sized classroom for forth grade as well (Small Class Size, 1999). The study found that as long as the student spent a full three years in a small classroom, the advantages would be seen. It has also been reported by STAR that the students in the smaller classes were 6 ââ¬â 14 months ahead of the students in regular size classrooms. This large gap shows that it is much easier for students to comprehend information in smaller classrooms. A few other benefits from small classes were found, for example, students in small classrooms are 7% more likely to graduate on time. It was also found that students in small classrooms are 4% less likely to drop out of high school (Small Class Size, 1999). Over all, this study showed that ââ¬Å"lowering class size substantially improved student achievement and was especially effective for poor childrenâ⬠(Small Class Size: Education Reform that works, 2003 p. 1). With all these positive effects shown by reducing class size, class size reduction should be strongly considered. North Carolina Lab Schools: Tennesseeââ¬â¢s Student Teacher Achievement Ratio (STAR) Project is not the only study that has been conducted on the issue of class size. North Carolina has also conducted a study on this issue. North Carolina established three lab schools for the purpose of providing smaller classes (Harman, 2002). Gaura Pant ââ¬ËShivaniââ¬â¢ Filed in : Art, Literature, Writer Gaura Pant (Shivani) holds a prominent place amongst the women writers of Uttarakhand. She was born on 17th October, 1923 in Rajkot, Gujarat to a Kumouni family. After her early education in Almora she was sent to Allahabad for higher education, and then she went to Shantiniketan where she had the fortune of academic enrichment under the tutelage of Gurudev Rabindranath Tagore. Right from her childhood she had a flair for writing. Embedded in the folk culture of Kumaon she conveyed the yearning if common man and woman in and their inter-relationship in her writings. She died in March 2003 in Lucknow. Sheila Irene Pant Filed in : Academician, Intellect Sheila Irene Pant (Begum Raââ¬â¢ana Liaquat Ali Khan) was born in year 1905 in Almora, Uttarakhand (then United Provinces of Agra and Oudh). She obtained a first class Masters degree with honors in economics from the University of Lucknow in 1929. Begum Raââ¬â¢ana began her career as a teacher in the Gokhale Memorial School and was later appointed as Professor of Economics in the Indraprstha Girl College, Delhi. In April 1933, she was married to Nawabzada Liaquat Ali Khan, the first Prime Minister of Pakistan. She then played a prominent role in the social and political life of Pakistan. After the reorganization of Muslim League, Begum Raââ¬â¢ana devoted herself to the task of creating political consciousness amongst the Muslim women. Her struggle for emancipation continued till the creation of Pakistan for Muslims of India in 1947. Liaquat Ali Khan was assassinated in 1951. Begum Rââ¬â¢ana continued her services for the social and economic uplift of women of Pakistan till her death in 1990. Begum Raââ¬â¢ana served as Pakistanââ¬â¢s ambassador to the Netherlands in the 1950s and as ambassador to Italy in the 1960s. She was the first woman Governor of Sindh province in the mid-1970s and the first Muslim woman delegate to the UN who also won the United Nations Human Rights Award. She acted in plays like Mitro Marzani, Azar ka Khwab, Surya Ki Antim Kiran se Pehli Kiran Tak, Othello, The Cherry Orchard, Silence The Court Is In Session, Yayati, and Antigone. After performing several plays on the state she moved to television serials and then to the films and achieved phenomenal success. Shivpuri made her film debut in 1984 with Ab Ayega Mazaa. She worked in popular films like Hum Aapke Hai Kaun, Hero No.1, Dilwale Dulhaniya Le Jayenge, Kuch Kuch Hota Hai, Pardes, Kabi Khushi Kabhi Gham, Koyala and Umrao Jaan. She also worked in TV Serials namely, Hamrahi, Hasratein, Ek Kahani, Kyunki Saas Bhi Kabhi Bahu Thi, and Kasauti Zindagi Ki. Shivpuri has received several national and international awards including the Shrikant Verma award for her excellent theatre work. She has been honored by several literary, cultural and social organizations. She has visited her native village several times and has particular attachment for Uttarakhand. She feels much concerned about preserving and projecting Garhwali culture and arts. Rani Karnawati ââ¬ËNak-Kati-Raniââ¬â¢ Filed in : Heroic, Historic Rani Karnavati was the wife of Mahipat Shah, the king of Garhwal, who ascended to the throne in 1622 and died young in 1631.
